The promulgation letter states:

Can you please post a pdf copy of this letter for everyone to see? Surely the Council of Hierarchs has made this public. Otherwise this approval of the Apostolic See has no standing in canon law. That would mean that the bishops are talking through their hats. [Which would be wonderful since it will make challenging this reform much easier.]

Only the Council of Hierarchs could make this public. The protocol number 99/2001 was given and that with the decree of promulgation is all that is needed. They are under no obligation to make that letter public. What canon states they must make their correspondence with Rome public? Please note that the protocol number is all that was given with the 1964 Liturgicon.

It is a principle of canon law that there can be no secret promulgations. There is ample precedent that secret promulgation letters carry no force of law.

If the bishops are really refusing to make this letter public then it is more ammunition for those who are truly faithful to our Church to work with.

Correct, the promulgation letter is available of this very site. The hierarchs are under no obligation to make public the approval letter from Rome. The protocol number has been given and if any wish to write to Rome they should reference that number rather than play arm-chair canon lawyer.
