Secretary Clinton, Congressman Smith Spar on Abortion

Washington D.C., Apr 22, 2009 (CNA).- During a House Foreign Affairs Committee Hearing on Wednesday, Rep. Chris Smith (R-NJ) questioned Secretary of State Hillary Clinton about whether the Obama administration is seeking to weaken or overturn pro-life laws and policies in other countries. Secretary Clinton responded to his questions, affirming that the U.S. government’s definition of reproductive health includes access to abortion.

Rep. Smith began his comments by criticizing Secretary Clinton’s reception of the Margaret Sanger Award from Planned Parenthood in Houston in March. Secretary Clinton said she was in “awe” of Planned Parenthood founder Margaret Sanger and claimed her “life and leadership” was “one of the most transformational in the entire history of the human race.”

Secretary Clinton also said that Sanger’s work was “not done.” Rep. Smith said Sanger’s work was indeed “transformational,” but “not for the better if one happens to be poor, disenfranchised, weak, disabled, a person of color, an unborn child, or among the many so-called undesirables Sanger would exclude and exterminate from the human race.”

“Sanger’s prolific writings drip with contempt for those she considers to be unfit to live,” Rep. Smith said.

Noting that he had read many of Sanger’s articles and books, Rep. Smith characterized Sanger as an “unapologetic eugenicist and racist” who said “the most merciful thing a family does for one of its infant members is to kill it” and also characterized eugenics as the “most adequate and thorough avenue” to solve “racial, political and social problems.”

He quoted Sanger’s book “Pivot of Civilization” in which she decried charitable work as “not merely superficial and near-sighted” but also as concealing “a stupid cruelty” that leads to “the perpetuation of defectives, delinquents and dependents.”

Rep. Smith said it was “extraordinarily difficult” to understand how a Secretary of State could be in “awe” of Sanger, saying she had openly professed views “antithetical to protecting human rights.”

He also charged Planned Parenthood with killing over 305,000 children by abortion in the U.S. and “millions more” worldwide in 2007 alone.

Pressing Secretary Clinton about the policies of the Obama administration, he asked whether the administration seeks to “weaken or overturn” pro-life laws and policies in African and Latin American countries either “directly” or by funding non-governmental organizations such as Planned Parenthood, or through “multilateral organizations” such as the U.N., African Union, or the Organization of American States.

He also asked whether the United States’ definitions of the terms “reproductive health,” “reproductive services” or “reproductive rights” include abortion.

Responding to Rep. Smith, Secretary Clinton avoided commenting on Margaret Sanger or her reception of the Margaret Sanger Award.

She said she “deeply respected” Rep. Smith’s concerns and views, but said “we obviously have a profound disagreement.”

Saying she had visited hospitals in Brazil where “half the women” were greeting new babies and the other half were “fighting for their lives against botched abortions,” she remarked that she had also been in African countries where “12 and 13 year old girls are bearing children.”

She also claimed that the denial of “family planning” in Asian countries “consigns women to lives of oppression and hardship.”

“We happen to think that family planning is an important part of women’s health. And reproductive health includes access to abortion that I believe should be safe, legal, and rare,” Secretary Clinton continued, claiming she has spent “a lot of my time” trying to bring down the rate of abortions.

She argued that keeping women and men in “ignorance” and denying them access to “services” actually increases the rate of abortion.

“We are now an Administration that will protect the rights of women, including their rights to reproductive health care,” she said.

Commenting later on Wednesday about Clinton’s testimony, Rep. Smith said it shows the Obama Administration is plotting to conduct a foreign policy that spreads abortion all over the world at U.S. taxpayers’ expense.

“It is evident that Mrs. Clinton and President Obama want to force the tragedy of abortion upon women around the world especially and including in countries where democratically elected leaders want to continue to protect their unborn children,” Smith said.

“There are other ways in which both mother and baby are protected, cared for and helped— with food, nutrition, clean water and life-affirming healthcare,” he said. “Secretary Clinton’s inability to see this will mean more babies will die and more women will suffer the consequence of abortion as a result of U.S. foreign policy overseas.”

We met a family from Russia soon after the Iron Curtain fell, I may have shared this before - sorry for repeat, but she suffered great depression. She had had TEN abortions - USSR's choice of birth control. They had two children who were happy and healthy, but she could not cope having them, because she suffered from the trauma of loosing so many others. I guess they are now back in Russia, he had to send his wife back there to her mother, because she could not cope being away from her and her help. Funny isn't it.

Rep Chris Smith of New Jersey is an exemplary "public servant." He is strongly pro-life and respectful of human life.

He would be a wonderful presidential candidate who would attract many independents and moderates.

True, but will his mass appeal be strong? He's a rock solid man, incredibly pro-life, a very active politician (globally, to boot), and votes consistently in accordance of Catholic teaching.

Bobby Jindal, also a Catholic, has more charisma, cross-over appeal, votes pro-life consistently, and if his camp figures out whether it wants to run in 2012, he will be a force. I'd vote for him.

I'd vote for either.

Alan Keyes, also Catholic has got to clean up his "lunatic fringe" image, in my eyes (my opinion). If he did, he'd also be a vote-able candidate...

Just my 2 cents.

Well and good about Mr Smith and the babies but what of foreign wars and torture? Sound economic policy (unlike the profligate spending and mortgage practices pushed by Bush that got us into the quagmire we're in now)?

The Dems are ghouls but the GOP is only trying to use you with that issue.

Also a pro-life socialism (a variation on the left's 'more government projects at home') is an economic disaster like any other socialism.

Back to the topic, the Mexico City policy should not be a ping-pong ball, but unfortunately has become that over the past three administrations.

Clinton, and anyone who promotes Sanger, whether they really realize what they're doing or not, are becoming defacto racists and supporting eugenics. You can't just "support Sanger" like you support sports organizations like Juventus FC or the Denver Broncos, where it's all fun and games by the end of the day. This is what is so nefarious to me, how those who naively, blindly think that "women's reproductive rights" and Sanger's legacy are good things. Trying to claim innocence when you associate even with those topics is beyond willful ignorance. It's a serious topic, and someone who would even swim in shark infested waters can't be too upset if they ever get attacked by a shark.

I pray most for those who are hoodwinked by the crafty abortionists and slick politicians who spin the issue in such an evil way.

My two cents.

Young fogey, I didn't touch upon the subjects you mention because they weren't part of the thread, but somehow knew this issue would come up from somewhere. Now I will.

I want peace in the world and do my personal best to promote it, but, as you should know by this point, this world is a dangerous place to live in for all human beings. I pray for life for all humans, from the "womb to the tomb". All life should be treated with basic dignity, a dignity emparted by God.

I find your statement about "foreign wars and torture" and "pro-life socialism" and "Dems as ghouls and the GOP as trying to use you" sensationalist and too broad of a brush, one that makes the Bush administration, which had a strong pro-life record, over its entire course seem like a fascist or communist state seeking world domination. If you know anyone who escaped deeply evil nations, you would temper your words more.

I am not saying that I'm happy about politics in the US or that the US is a perfect nation or does things perfectly right or has perfect harmless and lovely and 100% humanitarian politicians, but I am saying that, comparing this country to many (but not all) other nations, life, as a whole, has more value.

Furthermore, I'm not a tool or GOP sycophant, either, so let's get that straight. It may come down to third party voting/write-in next election. The Dems, though, make abortion PART of their platform. That is not in anyway acceptable to a Catholic of conscience. I personally think that the US two-party domination (as opposed to plurality in the parlaimentary sense) is not working well at all now.

Cruel, unnecessary, brutal torture (as opposed to stern, persistent, effective interrogation) is wrong and robs a person of human dignity. Ignoring the greed of Americans (on all sides-government, business, AND with the CONSUMERS!) is very wrong.

Radical mindless exclusion of other important issues is also wrong.

Promoting the killing of MILLIONS of totally innocent children in the womb is a sin that reeks to Heaven far more than torture, than wrongly executing a small number of prisoners prisoner in jail, than the mortgage crisis.

Again, I am not minimizing other evils, just saying that abortion is as pure evil as there can be, according to Church Teaching. If you show no regard for the life of an unborn child, you cannot possibly claim to have "perspective" on life in any other areas. I am not saying this about you, YF, personally (I don't know you), but just making my point here.

I've been thinking about this for a long time, I do not think there is a politician out there that can totally say they are against abortion and other practices that militate against the sanctity of human life. At one point or another Republican or Democrat has voted for a bill that has funneled money to an organization that advocates or supports abortion or administrations have signed off on it; for example I'm sure in the federal budget there is money for organizations that support abortion, but at some point a lot of pro-life politicians have voted for it or signed it into being.

I am increasingly dismayed at the direction our country, and its leaders, are heading. This is no surprise when we realize how many of our Catholic brethren voted for the present administration. God have mercy on us all.

Pani Rose,

I'm saddened by the pictures. The Office of President of the United States deserves respect and I'm trying my best; Mr Obama ran a good campaign and was elected by a majority so he is my President even though I didn't vote for him. But to see these kinds of pictures and comments makes it difficult.
Hopefully "journalists" won't call the President the "Current Occupant" like they did for President Bush...that was very distasteful and disrespectful.
