New Consultors to the Oriental Congregation

According to the Bulletin of the Holy See Press Office ( source), the Holy Father has today appointed two new consultors to the Congregation for the Oriental Churches. They are: - Bishop Christo Proykov, Apostolic Exarch of Sofia for the Catholics of the Byzantine Slav rite living in Bulgaria, President of the Bulgarian Bishops' Conference; and
- Mitred Archpriest Vasyl Hovera, Delegate of the Oriental Congregation for Greek Catholics in Kazakhstan and Central Asia.
Any thoughts or ideas? Does anyone know anything about either of the two men?

I wonder what exactly are the functions of the "Delegate of the Oriental Congregation for Greek Catholics in Kazakhstan and Central Asia"? What sort of authority and responsibilities does he have?
