Can someone please suggest a good historical theological text on the Papacy of Rome. I would like to read something scholarly and not too pro-Catholic or too pro-Orthodox, but just a basic presentation of the facts in their historical/theological context.

Book Description
The papacy is clearly the greatest difficulty facing ecumenical dialogue today, and particularly the dialogue between Catholicism and Orthodoxy. Yet there is a doorway of hope. In his encyclical, Ut unum sint, John Paul II expressed a desire for common reflection on the exercise of papal primacy. In You Are Peter the great Orthodox theologian Olivier Clement brilliantly responds to this request. He emphasizes the history and experience of the undivided Church, before recalling the contrasting developments of eastern and western Christianity and concluding with the tasks that call us to unity. Professor Clments response to John Paul II is solidly rooted in the Orthodox tradition, and represents the cordial and open mentality characteristic of the theologians of Saint Sergius. The Primacy of the Bishop of Rome in the Ecumenical Dialogue

From the cover:
The mixed results of the ecumenical dialogue since the Second Vatican Council have made it clear that the primacy of the Bishop of Rome remains the single most serious obstacle on the path of ecumenism.

In his landmark 1995 encyclical Ut unum sint, Pope John Paul II reiterated the constant teaching that the Catholic Church “has preserved the ministry of the Successor of the Apostle Peter, the Bishop of Rome”. He also invited leaders and theologians of other Christian communities to engage in a “patient and fraternal dialogue on this subject…to find a way of exercising the primacy which, while in no way renouncing what is essential to its mission, is nonetheless open to a new situation”.

This book explores in depth the discussion of papal primacy in the Catholic-Orthodox, Catholic-Lutheran and Catholic Anglican dialogues, along with an appendix on the concept of “Sister Churches”. Each chapter describes how the primacy is viewed in the respective churches or ecclesial communities, then it analyzes the documents of the official ecumenical dialogue and realistically evaluates the results achieved thus far.

Author: Father Adriano Garuti, O.F.M., since 1975, has served with the Congregation for the Doctrine of the Faith while continuing to teach ecclesiology and ecumenism at the Antonianum.
