I believe that "mirovareniya" translates as preparation of Holy Chrism.

Fr. Al is correct, and the wearing of aprons of the presiding bishop and attenda is certainly sensible considering oils are being mixed, ingredients added, stirring, pouring into smaller containers, etc.

Bishops and priests also wear aprons at the consecration of a new church altar.I participated in this twice for two of Archbishop Alypy's Cathedrals in Cleveland and Chicago.Since Chicago is the Main Diocesan Cathedral,a larger number of priests took part.I remember one saying,"I don't care for these aprons,it's too much like the Masons!"

And indeed that is where one most frequently sees the "episcopal apron", at the consecration of a new altar with the ritual washing, anointing, etc., "getting your hands in it" in a liturgical sense.
