I'm certainly not an expert in Latin, but I have been told that in the context of the 1929 decree to the Ruthenian Church in America referred to as such, it roughly equates to "as was given with ...". This is a reference to the fact that the Vatican had already ordered adherence to certain disciplinary matters in the US, most infamously perhaps being the requirement of celibacy for clergy, previously ordered under an Apostolic Letter entitled EA SEMPER issued by Pope Pius X in 1907. In that regard, the reaffirmation that came in 1929 CUM DATA FUERIT emphasized that this and other matters had already been so ordered.

As my mother might have put it if I was repeatedly defiant on a certain matter, "Didn't I already tell you ...?"
