In my experience, it's been during Paschal Matins early on.

Actually, the first 'proclamation' of the good news of the resurrection occurs during the Vesperal Liturgy of St. Basil at the reading of the words of the gospel, "He is not here: He is risen, as He said." In some churches this is repeated three times accompanied by the ringing of bells. Truly, this is the first Paschal Liturgy.
