Good question.

Being outside the canonical territory of the UGCC, even if there are enough faithful to justify an exarchate/eparchy, it will ultimately be Rome's decision. You can bet this will be influenced by 'politics'.

Assuming he's celibate you could expect him to be on the list of candidates, but 1) we can only speculate at the politics going on behind the scenes {you can bet it includes Ostpolitik}, and 2) we're no closer to 'when'.

Perhaps the Vatican wants to be culturall sensitive and so is looking for a real "Kazak" to appoint there! smile

OR the Patriarch of the UGCC (hey, even the Ecumenical Patriarch referred to our Svyatoslav as "Patriarch" recently, didn't he? smile speaking of geopolitics . . .) - where was I, ah, yes - our Patriarch could simply appoint such for Kazakhstan.

After all, it is always easier to apologise than to ask for permission . . . things get done much more effectively that way! smile

It is certainly the aim of His Beatitude to obtain from Rome "ius speciale ad tempus" with provisions regarding, inter alia, jurisdiction of our Primate and Synod of Bishops outside Ukraine.

BTW, Fr. Basil is my old friend (he had studied in Lublin) and his external appereance is more "Asian" than anyone's else of our higher clergy. In fact, he resembles a Kazakh. wink And he is also a very devoted servant of Christ and His Church.
