Just read Acts 8:36-39: "As they traveled along the road they came to some water, and the eunuch said, "Look, there is water. What is to prevent my being baptized? Then he ordered the chariot to stop, and Philip and the eunuch both went down into the water, and he baptized him. When they came out of the water, the Spirit of the Lord snatched Philip away, and the eunuch saw him now more, but continued on his way rejoicing."

Did the eunuch receive the Holy Spirit? Did Philip have the power to confer the Holy Spirit, or was that still only reserved to the apostles?

Right after I posted the message I realized that Philip was one of the apostles. I guess it's safe to assume that the eunuch also received the Holy Spirit, even though it wasn't specifically mentioned.

In the context of the choosing of the seven in Acts 6, the arrest, discourse and stoning of Stephen in Acts 5-7, the Philip in Acts 8 who preaches in Samaria whereupon

Now when the apostles at Jerusalem heard that Samaria had received the word of God, they sent to them Peter and John,
who came down and prayed for them that they might receive the Holy Spirit;
for it had not yet fallen on any of them, but they had only been baptized in the name of the Lord Jesus.
Then they laid their hands on them and they received the Holy Spirit. (Act 8:14-17 RSV),

and encounters the Ethiopian is the deacon; see Philip the Evangelist.

Since the Spirit is directing Philip and present, the reception of the Spirit also is strongly implied:

And the Spirit said to Philip, "Go up and join this chariot." (Act 8:29 RSV)

And when they came up out of the water, the Spirit of the Lord caught up Philip; and the eunuch saw him no more, and went on his way rejoicing. (Act 8:39 RSV)
