I don't think St. Paul meant that we should have no loyalty or devotion to our home countries. He himself proudly described himself as a Roman citizen on more than one occasion.
Certainly we shouldn't be jingoistic about it, but "grace builds on nature", and a natural love and devotion to the country in which God places us on earth, may very well help us to be more loving and devoted to the country in which we will spend eternity.
(By the way, Galatians 3:28 is also constantly quoted by those who advocate for women priests and gay marriage -- I don't think St. Paul intended that either!)
