Sorry - I am not being the clear. that's why I apologized for not being precise before. The movie does NOT explicitly do that. As I explained, it reminds us of the need to take action before the event. When one watches the film, you cannot help but ask yourself how things might have turned out differently had these individuals been identified and caught prior to Tuesday, Sept 11.
Could monitoring and taking action based on wiretaps have helped? Possibly - who knows.
I personally made the connection from the movie to the NSA wiretaps, reinforcing (for me, anyway) the reasonableness of the position of the Bush administration on monitoring inbound international calls to persons of interest here in the states. In the current milieu, the movie is a compelling reminder of our need for vigilence.
