Yes, Bishop +JOB is a fan of congregational singing and is fostering the learning of prostopinje and samoylka in order to return to more congregational singing in parishes.
Unfortunately there still seems to be a lot of bias towards choral settings or a general lack of interest in more congregational singing in many OCA parishes. Also from what I have heard Bishop +DIMITRI in Dallas has also spoken of the need to move towards more congregational music.
I heard Bishop +JOB extol the praises of harmonized samoylka and prostopinje in conversation once after Vespers at Holy Trinity Cathedral in Chicago.

Initially the parishes that joined Orthodoxy (in the form of the Metropolia) -it seems- kept their usages intact, obviously changing the commemoration of the pope/hierarch, etc. From what little is written on this subject there was pressure to conform to Great Russian usage. Dave has covered the rest of that rather well I think. No, the Johnstown Diocese was not formed by any Toth events, it was formed decades later. Regarding the ACROD parish (St. Mary's) in Yonkers, it has come to my attention that it was not part of the Metropolia, but rather was founded by people who left the then-Metropolia (now OCA) parish in Yonkers.
I think I was confusing the situation in Yonkers with that of the ACROD parish in Rahway, NJ.

The ACROD/Johnstown jurisdiction has been ably served by priests and cantors who were/are very dedicated to the preservation and the fostering of the Rusyn prostopinije. Metropolitan Orestes (Chornok) was, himself, the first chant instructor at Christ the Saviour Seminary (which also explains the use of the Presov dialect of the prostopinije as the basis for singing in ACROD). Metropolitan Nicholas (Smisko) has made the fostering of the prostopinije a major focus of his episcopate.

I believe Bishop Job's home parish is the daughter OCA parish of our Byzantine Catholic Parish.
I wonder if he is Carpatho-Rusyn?
