I'm not a big animal rights person, but I despise cruelty to animals . . . especially puppy mills. Another one was busted recently, this time in Texas. Harris County has put a law in place that bans street-side sales of puppies.

The only thing I can think of is stiff penalties, including significant prison time for offenders.
