Moscow is Rome? That seems to go a bit too far.

What puts the matter of Ukraine into question is the consideration that the Church of Moscow acquired Ukraine in the first place by dint of a quite dubious process - and Constantinople stated this plainly in the nineteen-twenties. That does not necessarily mean that Filaret is utterly right, but there is an issue of substance to be discussed.

Again, my personal view is that patience, prayer, and a general willingness to reach accommodation are much more likely to come to positive results. But it is not something for me to decide.

If the second Rome (Constantinople, I presume) lost its way, why is the MP in Communion with her?

And didn't the Third Rome fall apart when the Communists took over?

Who decides who the "new Rome" is, and when that title gets transferred to another?

I think it's best that Rome is Rome, Constantinople is Constantinople, Alexandria is Alexandria, Antioch remain Antioch, and Jerusalem stay Jerusalem. The rest are disputed titlry, unprovable claims, and a certain degree of nationalism that, to me, is unbecoming.

I still don't see why there would ever be a new Rome.

The old one wasn't just about it being the capital of the empire.
