I understand that there is pastoral concern for eastern Catholics and Latin Catholics in Russia and Bielorussia, and this problem weighs heavily upon all of us, but the MP is holding those unfortunates hostage and literally persecuting them with the cooperation of the governments there. This is not a time to let them get away with their infantile extortion.
The MP will not negotiate with a church it does not respect, clearly their shenanigans have worked up until now. Dealing with them is like dealing with the government of North Korea, they will remain belligerent as long as it pays dividends.
As pointed out by many elsewhere, non-Catholic Orthodox jurisdictions are happy to welcome inquirers in the west, and freely establish new parishes and monasteries without any substantial obstruction by the governments and churches of the west. One would hope that the Russian government and the MP would be even-handed enough to ignore the internal affairs of the Catholic Communion and allow them to breathe free air where they live. Of course, we know that they won't willingly do that, it's time to show them that their rude and ignorant behavior does not work anymore.
The time for the Kyivan Patriarchate is now.
