Yes, chapter 31 of the canons of the council make it clear that Russians of the time considered Christ to have used dvoeperstie.

St Avvakum wrote,

"...our first shepherds made the sign of the cross and blessed men as of old with two fingers, according to the tradition of our Holy Fathers, Meletina of Antioch, Theodoret, the blessed Bishop of Cyrene, Peter of Damascus, and Maxim the Greek; and so too did our own synod of Moscow, at the time of the Tsar Ivan, bid them, putting their fingers together in that way, make the sign of the cross and give the blessing, as of old the Holy Fathers Melety and others taught."

It was the miracle of St Melety, and the emanation of flames from the two-fingered blessing, that is often quoted.
