Not without a strong monastic Tradition and a host of native born saints. Premature.

For the reasons Alexandr gives, and more besides, the notion of an American Patriarch is thoroughly premature!

Yes, it is now. His speech was very encouraging though, especially given how bleak things looked for the OCA not that long ago. It is a good lesson that God provides.
