The evil eye is still alive in Portugal (at least outside of the two big main cities). I recall seeing methods my mother used (which she learned from her mother and grandmother) for detecting and removing evil eye. Detection involved a dish of water and olive oil. One dripped nine drops of olive oil into the dish, and depending on how the olive oil behaved one either had "quebranto" or one didn't (IIRC, if the drops remained circular, you were in the clear; if they merged and/or spread out, you had it). To remove the evil eye, I think there were various prayers, but I only recall the one I heard the most. One would say nine times over the dish "I cut you and cut again with the Blessed Sacrament of the Altar" while making nine signs of the Cross (supposedly it was more effective with a knife).

I never really understood how calling upon the Blessed Sacrament had any effect when one didn't believe in the Divine Presence (as is my mother's case). Also, I was never told that Confession was a way of removing evil eye. For the most part, I had dismissed evil eye as an "ignorant superstition".

Fortunately for us, we have the power of the Cross to wear and we should remember that all-consuming and obsessive envy, jealousy and coveting, if not caught and acknowledged by ourselves, can become a poison that not only destroys our own heart and soul, but can also send out its evil darts to harm others who are the object of these sinful passions. I have met people like this, and they do exist in some cultures more than others... As Elder Porphyrios says, our souls are all interconnected.

Here is the ancient Orthodox prayer, preferably read by a priest over someone who feels something bad may have befallen him due to the malice of another...priests discourage the 'magical formulas'(described above by Dostoyevskian) to determine if one has befallen this evil..since they, as well as the blue eye amulets, fall into the category of magic and superstition, rather than the spiritual war of good vs. evil.

Prayer against the evil eye:

Kyrie Eleison. God, our Lord, King of ages, All-powerful and All-mighty, you who made everything and who transforms everything simply by your will. You who in Babylon changed into dew the flames of the "seven-times hotter" furnace and protected and saved the three holy children. You are the doctor and the physician of our soul. You are the salvation of those who turn to you. We beseech you to make powerless, banish, and adrive out every diabolic power, presence, and machination; every evil influence, malefice, or evil eye and all evil actions aimed against your servant....where there is envy and malice, give us an abundance of goodness, endurance, victory, and charity. O Lord, you who love man, we beg you to reach out your powerful hands and your most high and mighty arms and come to our aid. Help us, who are made in your image; send the angel of peace over us, to protect us body and soul. May he keep at bay and vanquish every evil power, every poison or malice invoked against us by corrupt and envious people. Then, under the protection of your authority may we sing, in gratitude: "The Lord is my salvation; whom should I fear: I will not fear evil because you are with me, my God, my strength, my powerful Lord, Lord of peace, Father of all ages."
Yes, Lord our God, be merciful to us, your image, and save your servant . . . from every threat or harm from the evil one, and protect him by raising him above all evil. We ask you this through the intercession of our Most blessed, Glorious Lady, Mary ever Virgin, Mother of God, of the most splendid archangels and all your saints. AMEN! "
