Being silent before the Lord is about spending time in His Presence. He may speak to us in prayer. He may not. We are to have no expectations in prayer whatsoever.
Incessant talking (either aloud or in the business of the mind) can make it difficult - or even impossible - to pray. The way forward can be different for each. One can simply follow the examples of the monastics and pray the “Jesus Prayer”. It is not a contemplative prayer of the type of, for example, the Rosary (where you actively concentrate on the “Sorrowful Mysteries”). One just prays. Don’t even try to quiet your mind. Over time (years and decades, not weeks!) through the ritual of praying the Lord will accomplish whatever is necessary.
Alternatively, one may pray the Psalms. Or any sort of regular daily prayer. You might stop at a verse and wonder at it. Or you may not. Just pray.
