Do hermits still live on Mount Athos? And can someone 'apply' to live there?

Yes, but you would have to be an Orthodox Christian AND you would have to be recommended to go to Mt Athos by your Bishop/Metropolitan.
I knew a fellow long ago who went there. One doesn't immediately become a hermit but becomes a monk at one of the monasteries. It is up to one's Igumen/Abbot to bless one to become a hermit from that point.
