When will the Byzantine rite create a study Bible for the lay people .. I cannot believe it doesn’t already exist .

Welcome to the forum. There is a study Bible written by Byzantines. Much of it has not been translated into English, but the original was written by Blessed Theophylact of Ohrid in the late 11th and early 12th centuries. Entitled "Explanation of the Holy Gospel and Epistles" it has recently been translated by Fathe r Christopher Stade. Father has only the four Gospels done a few Epistles. You may find copies on Chrysostom Press online. I bought the four Gospels in hard cover over 10 years ago. Since then, Father's translations have ceased and the books may be out of print. However, I have found these to be priceless.

No, this project was off to a good start, but they translator and the publisher ran out of money and few people were interested in the books. However, Blessed Theophylact only made his commentary on the New Testament.
