Do you find limitations in working with the Mentally ill/Developmentally disabled when working with the government as opposed to private organizations?

I have never been in mental health until now (one year ago is when I started). I have not worked in a private care setting. I work for the largest community based mental health/substance abuse organization in the state of Kansas, COMCARE. I was/am hired without a background whatsoever in mental health. I am an employment specialist. I love it. I have a caseload of about 20 individuals that I work with to find part or full-time employment in the public sector.
