Call the Eparchy of Passaic Chancery to start the process. The Roman Diocese can not impose a waiting period on you. In my own case when I applied for a change of Church sui iuris, I wrote one letter to the Metropolitan and that was it. Everything else was taken care of by the Chancery. Two months later I received a letter I had to sign in front of my Byzantine pastor and two witnesses and that was it.

What Saintclare is saying is that the waiting period reminds here of the Roman Catholic waiting period to be recieved into the Church.
