I am not sure what you mean by "hold". As I stated the USCCB does not promulgate canon law, and this document certainly is not in any way canon law - it is in the realm of norms or guidance - so it cannot "hold" when the CCEO or particular law are already in place (which this document acknoweldges) and give our hierarchs latitude in this regard.

I'll withold any interpretation of this until our hierarchs directly speak about it (several have ordained married men recently while giving specific exception to these "norms"), and I do not anticipate it impacting us at all as our hierarchs continue to exercise their authority as per the CCEO and particular law.

In Catholic canon law, Papal encyclicals and other promulgations, "norms" adopted by national episcopal conferences, and other Church "rules," the term "Apostolic See" (interchangeable with the term "Holy See") refers only to Rome as the fulcrum of the Catholic communion of Churches.

The CCEO equally provides and recognizes that the "supreme authority" in the communion of Churches resides in the Bishop of Rome.
