As for your comment Diak, see the promulgation of the PPF which is included in the Document. It says that these guidlines now hold unless it goes against what is already set.
I am not sure what you mean by "hold". As I stated the USCCB does not promulgate canon law, and this document certainly is not in any way canon law - it is in the realm of norms or guidance - so it cannot "hold" when the CCEO or particular law are already in place (which this document acknoweldges) and give our hierarchs latitude in this regard.
I'll withold any interpretation of this until our hierarchs directly speak about it (several have ordained married men recently while giving specific exception to these "norms"), and I do not anticipate it impacting us at all as our hierarchs continue to exercise their authority as per the CCEO and particular law.
