What reason was given and which law was cited to accept this Bishop? Considering he was married and had children, why was Pope John XXIII not against accepting him with full honors?

Anything else having to do with this Bishop, please post if you know, it certainly peaks my interest!

Somebody has asked if Bishop Ferraz and his wife were allowed to live as husband and wife but I think by the time he was received into the church they were so old the question was moot.

I found the explanation in a very reliable blog by a Brazilian priest:

And as some things just happen in Brazil, here we have a precedent: the erratic Msgr Salomão Barbosa Ferraz (1880-1969). Originally Presbyterian, became Anglican and then founded his own sect. He was consecrated bishop in 1945 by the schismatic Archbishop Carlos Duarte. He was received into the Catholic Church in 1963 and named "titular of Eleutherna", acting as auxiliary to Rio de Janeiro and taking part in some sections of Vatican II. He was married and father of seven children. The difference is that Dom Salomão Ferraz had already been a validly sacred bishop when it was received into the Church.

The article talks about the Anglican bishops who are accepted in the Catholic Church via Anglicanorum coetibus. As their sucession is illegitimate, it will necessary to re-ordain them as married priests, stopping there, but with special privileges. They will be able to use episcopal insignias and take part at Episcopal Conferences.

By curiosity, how did you come to that Msgr Ferraz?

I was looking into something regarding the "Luthern Catholic Church" and came across the Brazilian schismatic group and Archbishop Duarte, who apparently ordained priest and bishop everyone and everything that stood still for more than 45 seconds.
