I lean toward's Metropolitan Hilarion Alfeyev's opinion from his lecture "The Descent of Christ into Hades in Eastern and Western Theological Traditions" - later published as a book, I believe.

Which, if I understand it correctly, is that Hades/Hell is where all who did not find salvation on Earth have gone (time is relative).

Christ's descent into Hades brought the Word to all. Whether all who heard in Hades followed Him is speculation, but Met Hilarion presents that this was the understanding and teaching of the early Fathers.

It's worth the small chunk of time to read, I don't do it justice in summary.
