I am told that the decisions of Orthodox Patriarchates to re-baptize Roman Catholics were sometimes as a reaction againts the Latin re-baptism of Orthodox in Poland and some places in Europe. In Serbia during WWII the Franciscans re-baptized a lot of Orthodox Serbs in mass conversions.
I am also told that chrismation is practiced with Roman catholics because, as the modern Roman Bishops refuse to chrismate babies, most of the young people have not been chrismated in the RC, and they have to be chrismated.
I respect the rules of the Churches, but the problem is when re-baptism or re-chrismation are not influenced by religious resons but by prejuidces and that is mostly the case when Romans are re-baptized or it is said that Roman sacraments are totally devoid of grace.
