A friend in Rome said that it was announced last year, after Patriarch Gregory of the Melkites was enthroned, the pallium would no longer be given to Byzantine bishops. I guess we shall see.

In quickly skimming throught this thread I didn't see an answer to your question of they the Metropolitan bishop receives the pallium and how it differs from the omophorion.
The bishop receives it as a token of communion with Rome and recogniztion by Rome of the position held by that bishop. For an Eastern prelate it has no other significance.
