Given the low crime rate among Japanese nationals, my guess is that those two men were foreigners!
Or maybe they think crime is so common in English speaking coutries, that they should know these words. I still think it's cute. ..and look, it's a different culture. Maybe they find it humorous, or a necessity when traveling.
