Thats the only word confusion.Some Byzantine Catholic priests and religious attempted to restore the Exarchate of 1917. They did not have approval from Rome. Cardinal Casper and the Papal Nuncio as a sop to the Russian Orthodox. Made a big show of denying the legitimacy of the Exarchate and announcing the suppression of the Russian Rite church in Russia and the Ukrainian rite was added for good measure.Than something happened.Vatican politics kicked in.The office of the Catholic Primate of Russia announced that no one was being suppressed. That The Byzantine Rite in Russia had a bishop appointed by JPII, Joseph Werth S. J. .Since the Russian Rite has not had a Bishop for many years.For them this was an improvement. Why the Ukrainians don't have a bishop of their own I do not know.That he is a Latin Rite bishop ,doesn't seem to bother anyone.
