What service book does the Russian Catholic Church use? Does Rome have a Russian Recension approved, Or celebrate the liturgy as practiced in the ROC? I know that there are only a few parishes in the US, and they fall under a Latin Rite Bishop, does that Bishop approve the liturgical books?

The Russian Greek-Catholics use either service books published by the Russian Orthodox Church, or the service books published in the "recensio vulgata" editions of the Holy See, mostly in the 1940s. These latter books are already in part out of print, and the Holy See no longer publishes service-books which are available from Orthodox publishers.

Saint Andrew's Russian Catholic Church in El Segundo, CA uses the Divine Liturgy books published by the OCA.

Most of the Russian Catholic parishes in the US use the OCA altar Liturgikon and pew books. At one time there were some Fordham materials floating around; I have some fragments of one that was three-hole punched.

There was talk a couple of decades ago about possibly reprinting the Fordham translation - I don't know if anything came of it. Frankly, the translation is not worth the bother.
